Bilingual Seals and World Language Proficiency Certificates

The Minnesota Multilingual/Bilingual Seals program gives students an opportunity to earn college credit from the Minnesota State Colleges and Universities (MnSCU) system, a statewide network of 30 colleges and seven universities across Minnesota.

Bilingual/Multilingual Seals are available to all students at Minneapolis Public Schools. Both native speakers of a world language and students who study a world language are eligible to earn college credit at a MnSCU school if they demonstrate proficiency in a world language based on standards developed by the American Council of Teachers of Foreign Languages (ACTFL).

Students may demonstrate proficiency through multiple tests, including IB DP exams, AP language exams, MPS Hmong and Somali language tests, and ACTFL Assessment of Performance toward Proficiency in Languages (AAPPL) tests. The score necessary for credit depends on the test taken, and the amount of credit awarded by MnSCU varies based on the level of proficiency demonstrated. The amount of credit awarded also varies depending on each particular MnSCU school's requirements.
